East China’s Jiangsu province has introduced 12 measures to support and promote the reform and development of Jiangsu Provincial Industrial Technology Research Institute to ensure that it will continuously improve the transformation and industrialization level of scientific and technological achievements, according to the "Several Policy Measures for Supporting the Reform and Development of Jiangsu Provincial Industrial Technology Research Institute" recently issued by the General Office of the Provincial Government.

The new policy is intended to further loosen the constraints and reduce the burden on innovation activities in terms of the use of achievements and the distribution of benefits by stipulating that research institutes and companies of the Provincial Institute of Industry and Research have the right to use and dispose of the scientific and technological achievements that do not involve national interests or major social public interests.

According to the new policy, Jiangsu will establish a stable support mechanism for the special funds of the Provincial Institute of Industry and Research so as to fully grant autonomy in the use of funds. In the meantime, a sub-fund will be established under the Provincial Science and Technology Innovation Investment Fund to support the Institute in leading the establishment of a fund management company, forming a linkage mechanism that combines financial support and science and technology innovation fund investment.

The new policy encourages the Provincial Institute of Industry and Research to participate in international scientific and technological exchanges and cooperation, implements differentiated management policies for teaching and research personnel to temporarily leave the country on business, and conducts international academic exchanges and cooperation overseas according to actual needs.

The new policy also proposes to support prefectural cities and the the Provincial Institute of Industry and Research to promote integrated construction and operation of local industrial technology research institutes, support the Provincial Institute of Industry and Research to increase assistance for regions with relatively weak innovation resources, and support the development of regional key industries.
