Jiangsu issued its first batch of data intellectual property registration certificates on Thursday, marking an important step in the province"s construction of a digital society.
Three certificates were issued in the first batch. The "Regional Individual Business Activity Analysis and Research Database" developed by Suqian Guoxin Big Data Research Institute was awarded the province’s first data intellectual property registration certificate.
“This technology is based on government big data at all levels, and with the help of pre-set model algorithms and indicator systems, it can accurately understand the production and operation status of individual businesses and the difficulties they face, solving the problems of difficult, expensive, and troublesome loans for individual businesses in the region”, Cao Jing, Artificial person of Guoxin Big Data Research Institute, Suqian, said.
With the advent of the digital economy era, data has become the "fifth element" beyond land, labor, technology, and capital. However, due to the lack of ownership confirmation, there have been obstacles to the innovative development, dissemination, and utilization of data elements.
By issuing data intellectual property registration certificates, data becomes assets, which will enable data enterprises to "trade" and "dare to trade" the data formed after processing, which is conducive to regulating data processing behavior, reducing conflicts and disputes, and facilitating enterprises to strengthen intellectual property protection.
Jiangsu officially launched a province-wide data intellectual property registration platform at the end of April.
“We hope it can help clarify the ownership of data property rights and the boundaries of rights and interests, promote the efficient circulation and full use of data, and ultimately achieve the goal of protecting and encouraging innovation so as to support the industrial digital transformation and high-quality development of the digital economy”, Zhao Qi, Deputy Director of Jiangsu Provincial Intellectual Property Office, said.
